The Proposal and Award Policies and Procedures Guide (PAPPG) has been revised to implement 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).  The Uniform Guidance consolidates eight existing Office of Management and Budget (OMB) circulars into one set of guidance in the Code of Federal Regulations.

Significant changes to the PAPPG include: edits to ensure consistency with the data contained in NSF systems or other NSF policy documents as well as acknowledge the implementation of NSF’s new financial system (iTRAK); replacements of references to previous OMB Circulars to the appropriate section(s) of Uniform Guidance; and terminology and website references have been updated to reflect current information.

Other important changes and clarifications comprise of:
-The NSF’s transition of their electronic capabilities to
-Proposals that contain a subaward(s) must include a separate budget justification for each subaward
-Ideas Lab funding mechanism to support development of innovative projects
-Grantees must liquidate all obligations incurred under awards not later than 90 calendar days after award end date
-Explanation of new prior written approvals
-Awards with mandatory cost sharing must document
